Qiyunshan Village is located in the east of Pule Town, Guidong County, Chenzhou City. In 2016, four villages (Jiangbei, Shangjing, Hongdong and Xinzhuang) were merged to Qiyunshan Village, with 2,176 people in 658 households.
This is a village with vast territory and sparse population, where the villagers used to live a poor life. In 2016, the village collective economic income was less than 30,000 yuan.
After the change of the local governments in 2021, the village leveraged the unique climate advantages, introduced industries according to local conditions, created an industrial development system, and vigorously developed the village-level collective economy to promote rural revitalization comprehensively.
In 2021, the village collective economic income reached 182,000 yuan, increasing by six times compared with the figure for 2016. It’s expected to exceed 400,000 yuan in 2022.
Steady photovoltaic industry helps to increase income
In Longwan Photovoltaic Power Station in Pule Town, rows of blue monocrystalline silicon module panels are shining under the sunshine, which is magnificent. This is an important project to increase the collective economic income of Qiyunshan Village with a total installed capacity of 420 kw.
Before 2017, this area was still an abandoned river beach. In April 2017, 5 poor villages including Qiyunshan, Wenxi and Yangling jointly built Longwan Photovoltaic Power Station on this beach.
Since its operation, the photovoltaic power station has brought great economic benefits to Qiyunshan Village while continuously delivering energy to the power grid. The annual income increase for the village collective economy is not less than 150,000 yuan.
The upper part of the power station is a photovoltaic power generation device, and there are several greenhouses for planting mushrooms at the bottom, with an annual income of 30,000 yuan.
The agricultural greenhouses adopt the mode of “village collective economy plus shares of households who have been lifted out of poverty”, which will drive all monitored households who have shaken off poverty.
According to the different conditions required for solar power generation and mushroom planting, the upper and lower levels make rational use of light, space and other resources to maximize economic benefits.
The construction of projects like small hydropower and photovoltaic power generation has not only ensured dividends for the village collective economy, but also created more public welfare jobs and provided job opportunities for villagers who cannot go out to work.
Making good use of land resources to increase income
Given that there are many mountain areas and few fields in Qiyunshan Village, the village government transferred 200 mu (about 13.33 hectares) of scattered cultivated land and 210 mu (14 hectares) of forest land, and then sublet the land to enterprises to earn service income.
Guidong is a county with the highest average altitude in Hunan Province. It boasts unparalleled ecological environment, which is suitable for planting alpine vegetables and traditional Chinese medicinal herbs.
In October 2021, two companies and one cooperative were introduced to build an alpine vegetable base, a high-quality rice planting base and a medicinal herb base.
The sublease of land not only increased the income of the village collective, but also provided more than 40 job opportunities for villagers. The annual labor income topped 900,000 yuan and the land rent amounted to more than 100,000 yuan.
Villagers enjoyed the growth of the village collective economic income and their own income.
Making the best of green water resources
With an average evaluation of 820 meters, Qiyunshan Village is rich in water resources and the water quality is excellent. It’s especially suitable for the growth of perch. It’s a natural treasure place for perch farming.
In 2022, the village government decided to take the village cooperative as the main body and adopt the mode of “Party branch, cooperative, able men, bases, farmers and industries” to cooperate with Qiu Yongqiao, a person expert at breeding perch, to develop perch farming in the higher-place ponds.
In 2021, according to the investment proportion of 80% of the village collective and 20% of the talented person, Qiyunshan Village built a new perch farming base with an area of more than 1,800 square meters and a total of over 65,000 fish fry.
The base is managed by Qiu Yongqiao. 33% of the net profit obtained in the current year is taken as the salary and technical remuneration, and the remaining profit is distributed according to the investment proportion.
Meanwhile, 8 monitored households in the village will receive free shares according to the standard of 2,000 yuan per household, and will enjoy a minimum guaranteed dividend of no less than 10% each year. The demonstration effect and technical support of the base drive 14 villagers to develop perch farming, with an annual increase income of 3,000 yuan per household.
In addition, Qiyunshan Village has also invested in Guidong Hongyang Agricultural Development Co., Ltd. to develop the anthurium planting industry, with an annual dividend of 40,000 yuan.
